This 16-storey, 38,000sm building will be the central administrative centre for the Jingjiang region. The building houses the bureaus for Taxation, Environmental Protection, Quality Supervision, and the City Planning Department, as well as several meeting rooms.

The 8,000sm podium building contains the cafeteria, reception centre, fitness centre, and a bank.
