The design adopts streamlined, non-linear gushing waves to highlight the characteristics of the architecture of the new era. Through the building itself, it reflects the characteristics of the times, the temperament and the image of the reform and opening-up. Also the project is a harmonious and friendly cultural landmark of Zhuhai with strong geographical characteristics.
The main body of the building unfolds along the coast. According to the characteristics of the project, the building is divided into four volumes—the Public Performing Centre, the Theme Exhibition Hall, the Training & Creation Area and the City Library, all facing the sea to create various types of shared spaces, each of which has a very good coastal landscape. The northwest of the site is close to the main road, which is suitable for arranging a public distribution square, providing the citizens with a place for gathering activities. The east of the site is close to the peninsula beach, providing a unique landscape of the coastline.

La conception adopte une forme de vagues jaillissantes profilées et non linéaires pour mettre en évidence les caractéristiques de l'architecture de la nouvelle ère. Le bâtiment lui-même reflète les caractéristiques de l'époque, le tempérament et l'image de la réforme et de l'ouverture. Le projet est également un point de repère culturel harmonieux et convivial de Zhuhai, avec de fortes caractéristiques géographiques.
Le corps principal du bâtiment se déploie le long de la côte. Selon les caractéristiques du projet, le bâtiment est divisé en quatre volumes - le Centre public de spectacles, la salle d'exposition thématique, l’espace de formation et de création et la Bibliothèque municipale, tous orientés vers la mer pour créer différents types d'espaces partagés, chacun d'entre eux présentant un très bon paysage côtier. Le nord-ouest du site est proche de la route principale, ce qui convient à une aménagement d'une place de distribution publique, offrant aux citoyens un lieu de rassemblement. L'est du site est proche de la plage de la péninsule, offrant un paysage unique du littoral.
